Andhra Pradesh Free Bus Scheme for Women – A Big Step Towards Empowerment
The Andhra Pradesh government has rolled out a much-anticipated welfare initiative – the “Stree Shakti” free bus travel scheme for women, girls, and transgender persons. Launched on August 15, 2025, this scheme is part of the state’s Super Six promises made by Chief Minister N. Chandrababu Naidu.
Under this program, eligible women can travel free of cost on most Andhra Pradesh State Road Transport Corporation (APSRTC) buses, including Pallevelugu, Ultra Pallevelugu, City Ordinary, Express, and Metro Express services. About 74% of the RTC fleet is now covered under this initiative, making it one of the most ambitious free travel schemes in the country.
Who Will Benefit?
- Women and Girls – Daily commuters, students, and working women stand to save significantly on transport costs.
- Transgender Community – Often excluded from mainstream welfare schemes, transgender individuals are also beneficiaries.
- Rural Women – Women from villages who rely heavily on buses for education, work, or healthcare access gain the most.
- Families – With women traveling free, families can save thousands annually on transportation expenses.
Pros of the Free Bus Scheme
✅ Economic Relief – Women no longer have to worry about daily bus fares, which helps especially low-income families.
✅ Boost to Education & Jobs – Students and working women can travel more freely, reducing dropouts and absenteeism.
✅ Increased Mobility & Safety – More women using buses means crowded, safer environments; CCTV and bodycams are also being planned.
✅ Social Inclusion – Inclusion of transgender persons sends a positive message of equality and acceptance.
✅ Massive Usage – On day one, over 12 lakh women traveled free, collectively saving around ₹5 crores. Numbers are expected to rise as schools and offices reopen.
Cons & Challenges
❌ Limited Coverage – AC buses, luxury services, and interstate buses are not covered, leaving gaps for long-distance travelers.
❌ Border Area Issues – Women in villages near the Andhra–Karnataka border still face difficulties accessing the scheme.
❌ Overcrowding & Seat Shortages – More women passengers are leading to fights over seats in some routes.
❌ Logistical Problems – Some journeys, like those to Tirupati, require women to switch multiple buses, making travel inconvenient.
❌ Identity Proof Confusion – Initially Aadhaar was required, but now multiple IDs are accepted. Still, some conductors enforce rules inconsistently.
The Bigger Picture
The Stree Shakti scheme is not just about free bus rides – it’s about empowering women with mobility, safety, and financial relief. Free public transport for women has already been tried in Delhi and Karnataka, showing positive outcomes. Andhra Pradesh’s move is expected to improve women’s participation in education, jobs, and public life.
However, for the scheme to be truly successful, the government must address operational challenges such as overcrowding, coverage gaps, and ensuring smooth reimbursement to APSRTC.
Conclusion
The Andhra Pradesh free bus scheme for women is a game-changer in terms of welfare and gender empowerment. While there are hiccups in execution, the benefits far outweigh the drawbacks. If implemented effectively, this program can serve as a model for other states, bringing economic relief and social empowerment to millions of women and their families.
